Project Description
The project is a multi-partner initiative of the UNDP aimed at improving local self-governance and supporting community-led development in the Autonomous Republic of Crimea. The project aims to: 1) assist in the decentralization process by devolving powers and resources from central and state authorities to regional and local authorities; 2) build the capacities of regional district and municipal level authorities to engage citizens in the planning budgeting and delivery of high-quality public services; and 3) mobilize communities to identify prioritize and implement development projects.
Progress & Results Achieved
Results at end of project include: 413 people participated in 13 capacity development activities for municipal level authorities. Eleven community projects were approved in partner municipalities for a total of $180 000. 12 903 people benefited from project implementation including 4 514 women 3 478 men and 4 911 children. Local communities also mobilised to prioritize local needs and implemented 17 project proposals with resources from local communities and city councils. The Municipal Support Units became important resource centers for mobilising local communities. In total they provided 480 personal consultations 1 008 telephone consultations and 192 consultations by e-mail. Twenty-six new service cooperatives were established and members were trained. Based on a survey of 14 cooperatives income increased by 250%. Each cooperative is now able to apply for state funding programs as a result of business management training provided by the project.
