Project Description

The project supports Ukraine's efforts in developing an accountable and transparent civil service that is in line with European norms (specifically the SIGMA / OECD baseline) by assisting the reform of the Ukrainian civil service human resources management system. In accordance with the request from the Government of Ukraine key areas of intervention for this project include merit-based selection recruitment and promotion (with a specific focus on gender equality); performance management and evaluation; training needs assessment; organizational and individual career planning. The project also works to establish linkages with other human resources management reforms including compensation and benefits job classification organizational development labour management relations and audit / appeal processes. In order to promote a more equitable environment for women and men gender equality issues are mainstreamed into all of the main project themes.

Progress & Results Achieved

Results achieved as of the end of the project (October 2012) included: Four modules of the Leadership Development Program on effective communication human resource management reform and capacity development were delivered to 106 senior civil servants through a pilot project. The Program has been integrated within the National Academy of Public Administration of Ukraine which provided advanced training for civil servants. The project also provided expert advice on and recommendations for the development of Ukraine’s Law on Civil Service passed by the Ukrainian Parliament late in 2011 and incorporating many of the Project’s recommendations. The Law came into effect in early 2013.
