Project Description

The aim of this project is to build the capacity of national and regional authorities to design and implement a decentralized vocational skills training system that is responsive to labour market needs. An extension of the project beginning in 2010 aims to scale up the project’s achievements in six pilot schools and three pilot regions to the national level. It works closely with key national ministries and a number of stakeholders to ensure that the methodologies/approaches developed by the project continue to be integrated into Ukraine’s skills training system and lead to further systemic behavioural changes of management and staff. In particular the project focuses on establishing a strong group of champions and future leaders within the skills training system primarily at the regional level to disseminate project innovations to skills training institutions throughout the country.

Progress & Results Achieved

Results achieved as of the end of the project (December 2012) include: Over 700 schools are implementing reforms including business planning post-graduate student surveys employer surveys industry advisory mechanisms and hands-on instructor skills upgrading. A new training program was developed and mandated by the Ministry of Education Science Youth and Sports is being delivered by regional training and methodology centres in 25 regions to all vocational schools across Ukraine in order to provide additional support to implement the school reforms. An online system for measuring school performance based on national indicators is now operational. Over 800 schools are assessing their performance annually against these national performance criteria and 25 districts are using results-based performance assessment to inform planning.
