Project Description
The Multilateral Organisation Performance Assessment Network (MOPAN) is a network of 17 donors (Australia Austria Belgium Canada Denmark Finland France Germany Ireland The Netherlands Norway Republic of Korea Spain Sweden Switzerland the United Kingdom and the United States) with a common interest in assessing the organizational effectiveness of the major multilateral organizations they fund. It examines whether multilateral organizations have in place four strategic dimensions of organizational effectiveness: strategic operational relationship and knowledge management. In 2012 the MOPAN methodology expanded to include an assessment framework for results achieved by multilateral organisations. MOPAN findings: generate relevant and credible information that MOPAN members can use to meet their accountability requirements; support dialogue between donors multilateral organizations and their partners at the country level on how to improve effectiveness and learning; respond to the recognized need for a common comprehensive multilateral organization assessment system.
Expected Results
CIDA and other donor funding of MOPAN will support the following: improved and more efficient oversight of multilateral organisations; improved delivery of aid by multilateral organisations.
Progress & Results Achieved
Results achieved as of the end of the project (December 2015) through collaboration with other international donors includes the assessments of eight multilateral and global organisations: Asian Development Bank (ADB) International Fund for Agricultural Development (IFAD) World Food Programme (WFP) World Health Organization (WHO) Food and Agriculture Organization of the United Nations (FAO) United Nations Population Fund (UNFPA) United Nations High Commissioner for Refugees (UNHCR) and United Nations Entity for Gender Equality and the Empowerment of Women (UN-Women) and the publication of institutional reports for each. These assessments have contributed to increased use of MOPAN reports for internal accountability requirements by MOPAN members. Fifteen members indicated having used the reports as a source of evidence on the effectiveness and results of the organisations for their governing board discussions bilateral meetings and informal discussions with the multilateral organisations throughout 2015. The reports were used by the organisations to pursue improvements in their operations and to improve relationships and coordination at the country/regional level.
