Project Description

This grant represents CIDA's institutional support to the Conference of Education Ministers of Countries Using French as a Common Language (CONFEMEN). CONFEMEN uses these funds along with other donor funding to achieve its mandate. The mandate of CONFEMEN is to improve: (1) education policies; (2) the management of education systems; and (3) the lives of young people in member countries of the South particularly in Africa. Canada's support to CONFEMEN helps to improve the integration of national education systems in the process of economic and social development of member countries of the South.

Expected Results

The expected intermediate outcomes for thsi project include: (1) the educational evaluation and management capacities of member countries have been strengthened; (2) through the Conference of Education Ministers of Countries Using French in Common's (CONFEMEN) educational system analysis program (PASEC) and thematic studies the national education systems of member countries have improved; (3) CONFEMEN’s work is more visible in international education fora and various stakeholders in education have improved their cooperation and exchange of information; and (4) developing countries have greater access to educational policy decision tools including for the evaluation of national education systems thereby facilitating and strengthening planning and monitoring within education ministries.

Progress & Results Achieved

Results achieved as of the end of the project (2012) include: (1) CONFEMEN contributed to several sub-regional and international discussions on development education teacher training the quality of education the academic background of pupils and the extent to which the education-related Millennium Development Goals have been achieved in La Francophonie; (2) CONFEMEN developed various research papers including a synthesis of the educational policies of its developing country members and published them online; (3) the website was redesigned providing more features and services and better access to publications and articles for members and partners; (4) the methodological and data analysis capacity of six advisers of the "Programme d’analyse des systèmes éducatifs de la CONFEMEN (PASEC)" improved following international training on the development of tests and methodology and analysis of evaluation data; and (5) CONFEMEN evaluated the education systems of four countries (Ivory Coast Lebanon Chad and Togo) and four end-of-school-year surveys were produced for Mali the People’s Democratic Republic of Lao Cambodia and Vietnam.
