Project Description
This grant represents Canada's institutional support to the International Organisation of the Francophonie (OIF). The OIF uses these funds along with other donors funding to achieve its mandate. OIF's mandate is to establish and develop democracy prevent conflicts support the rule of law and human rights further dialogue among cultures and civilizations bring people closer together through mutual understanding and strengthen solidarity through multilateral cooperation to promote the growth of their economies. Canada's support helps to: (1) promote the French language and cultural and linguistic diversity; (2) promote peace democracy and human rights; (3) support education training and research; and (4) strengthen cooperation for sustainable development and solidarity.
Expected Results
The expected intermediate outcomes for this project include: (1) democratic norms and practices are more widely accepted and put in practice; (2) the rule of law and human rights are respected; (3) national education systems are strengthened and teacher qualifications improved; (4) member countries have adapted their training system to increase the employability and social integration of youth; (5) national sustainable development strategies are implemented in francophone developing countries; and (6) the use of French is strengthened and cultural diversity is preserved.
Progress & Results Achieved
Results achieved by the International Organisation of La Francophonie with the support of the Government of Canada and other international donors from 2010 to 2013 include: (i) supported electoral processes and strengthened constitutional law in 15 countries (primarily in sub Saharan Africa); (ii) supported crisis exit strategies in Côte d'Ivoire Central African Republic Madagascar Mali Niger Chad Tunisia Guinea and Guinea-Bissau by contributing directly to the transition to democracy process; (iii) helped strengthen the abilities of 27 countries to take part in Universal Periodic Review cycles of the United Nations Human Rights Council; (iv) provided support for the training of more than 9 000 primary school teachers and 550 instructors and supervisors and of 6 700 people involved in the production and dissemination of French language digital content and applications in order to provide children with access to quality education without gender disparity; (v) supported the efforts of 19 countries to develop national sustainable development strategies (Benin Burkina Faso Mali Mauritania Mauritius Niger Tunisia St. Lucia Republic of the Congo Côte d'Ivoire Comoros Togo Guinea Democratic Republic of the Congo Gabon Central African Republic Cameroon Vanuatu and Senegal); (vi) disseminated specialized information on sustainable development through the Médiaterre information system (the leading French-language site for the dissemination of sustainable development information which is consulted by 4.5 million people in 147 countries); (vii) supported 15 activities to improve the ability of women’s organizations in 32 countries to fight violence against women; (viii) helped 23 countries strengthen their ability to develop and implement trade policies and set up mechanisms to monitor national policies; and (ix) established new centres for reading and cultural activities (CLACs) in Comoros and Mali bringing the total number of CLACs to 295 worldwid
