Project Description

This project supports a French version of the International Program for Development Evaluation Training. The Programme international de formation en evaluation du développement (PIFED) is a four-week executive training program in development education for evaluators from developing countries. PIFED provides managers and practitioners with the generic tools they require to evaluate development policies programs and projects at local national regional and global levels. This project includes twenty scholarships for participants from francophone developing countries; the creation of an intranet that offers a post-training webinar for participants; and annual performance evaluations of the program. PIFED is managed jointly by ENAP (École nationale d’administration publique) and the World Bank Group’s Independent Evaluation Group.

Expected Results

The expected intermediate outcomes for this project include: strengthened skills and knowledge in development education for francophone participants from developing countries; and increased institutional capacity in the critical area of development evaluation.

Progress & Results Achieved

Results achieved as of January 2014 include: The Programme international de formation en évaluation du développement (PIFED) trained 126 evaluators from French speaking developing countries in evaluation methods designed to reform and improve the effectiveness of their respective organizations. In order to ensure sustainability of the training the PIFED launched an online teaching tool which allows the participants of the program to access program resources after having completed their training. This tool also enables the participants to stay up to date on the latest evaluation methodologies and provides them with the ability to share the knowledge when they return to their country. This contributed to increased knowledge and skills in monitoring and evaluation among participants from French-speaking developing countries which in turn is expected to help strengthen good governance and results-based management in French-speaking developing countries.
