Project Description
This contribution represents Canada’s institutional support to the 11th replenishment of the African Development Fund (AfDF) of the African Development Bank. Established in 1972 the Fund mobilizes voluntary donor funds for concessionary financing – grants and essentially zero-interest loans – to the poorest and most vulnerable African countries. The African Development Bank helps reduce poverty improve living conditions and mobilize resources for the sustainable economic and social development of its 53 African-country members. It promotes co-operation (including regional and sub-regional co-operation) and international trade particularly among its African-member states. For the period 2008-2010 the ADF focused on three core operational priorities: (i) infrastructure development (ii) governance and (iii) regional integration. A framework for supporting fragile states complements this focus. The Fund also seeks to maximize synergies with the Bank’s private sector work. These areas together constitute the primary instruments for the Fund’s support of more inclusive growth agriculture and rural development and social and human development. They also are the areas where the Fund seeks to mainstream attention to the critical cross-cutting objectives with respect to gender environment and climate change.
Progress & Results Achieved
Results achieved as of the end of the project (2008 to 2010) include: Microfinance and Social Sector: created 239 000 jobs and helped over 52 000 businesses owned or operated by women. Regional Integration: improved regional integration and trade with projects that will produce 22 000 km of roads 2 500 megawatts of power generation capacity and 1 000 km of transmission lines; gave 16 million people better access to transport on 16 058 km of national roads and 3921 km of local or feeder roads. Agriculture and Food Security: mobilized $360 million in emergency resources for agricultural inputs and materials assisting some 11.3 million people in 27 countries during the 2008 international food crisis; strengthened food security for 11 million people by supporting nearly 39 000 farmers’ committees and agricultural work reaching over 771 000 rural households; Education: constructed 7 452 new classrooms trained or recruited 110 186 teachers and school staff and supplied nearly 4 million textbooks and teaching supplies; supported work that led to 267 000 new student enrolments and created 46 000 jobs; Health: provided 16 million people with better access to health by constructing or equipping 1 932 health centres and training 17 200 health workers; Governance: improved economic governance and public financial management in 35 countries of which a third are fragile states; helped 10 countries implement Extractive Industries Transparency Initiative (EITI) standards; Environment: helped 17 African countries mainstream environmental and climate-change principles in their development programs and incorporate appropriate safeguards in investment planning; improved or rehabilitated water management on 240 000 hectares in 10 countries.
