Project Description
This project is Canada’s contribution to a multi-laterally funded Election Observation Mission (EOM) of) of the Organisation of American States and it seeks to serve a fundamental role in promoting free and fair elections in Haiti. The mission includes 82 professionals who make up core and mobile groups regional coordinators and long and short term observers. The electoral mission in Haiti focuses on both structural aspects of the process as well as on the voting and counting. The mission pays special attention to issues such as electoral organization the use of technology gender equality and the integrity of the electoral process as a whole. Additionally international observers and coordinators will be deployed in all regions of the country to provide national coverage of the voting and counting process. By participating in electoral observation Canada supports Haiti in conducting free and fair elections and helps ensure that a democratic process is in place in the country.
Expected Results
The expected immediate outcomes for this project include: (1) the transparency of the electoral process is enhanced; (2) the confidence of the Haitian people in their electoral processes is increased; and (3) democratic institutions are reinforced and electoral processes are improved.
Progress & Results Achieved
Results achieved as of the end of the project (May 2016) include: (1) deployment of a mission of 123 international observers including 16 Canadians to all regions of the country for the presidential legislative and municipal elections held on October 25 2015; (2) deployment of a mission of 122 international observers including 27 of whom were Canadians to observe the final round of the 2015 elections rescheduled to January 24 2016; (3) documentation from the mission were published on line including recommendations made to the Conseil Électoral Provisoire following the October election.
