Project Description
Global Affairs Canada's institutional support to the International Commission Against Impunity in Guatemala (CICIG) aims to contribute to increasing the rule of law in Guatemala thereby reducing impunity. In order to do so CICIG seeks to strengthen the Government of Guatemala’s capacity to investigate and prosecute organized crime conduct criminal investigations act as a complementary prosecutor in criminal prosecutions and propose improvements to the legislative framework to better fight organized crime. CICIG also aims to inform all sectors of the Guatemalan society on its mandate and successes through the elaboration and distribution of communication materials regular meetings and public events.
Expected Results
The expected intermediate outcomes for this project are the following: 1) Strengthened State institutions in undertaking investigations and preparing trials for criminal organizations involved in corruption and other crimes that undermine the rule of law and security. 2) Improved public sector capacity and policies to reduce impunity including on violence against women.
Progress & Results Achieved
Results achieved as of the end of the project (September 2017) include: The project contributed to the International Commission against Impunity in Guatemala’s mandate. During this time in partnership with the Attorney General’s office CICIG has made considerable strides in the fight against impunity. These include investigations arrests and judicial processes related to high-level corruption and that have impacted the entire country particularly those cases of corruption by State officials resulting in millions of dollars of lost State revenue. As a result citizens have and are demanding greater accountability from authorities at all levels of government and are increasing their democratic engagement by proposing structural changes to increase government transparency and effectiveness. CICIG investigated 62 criminal cases identified and worked to dismantle 67 criminal structures filing more than 165 formal accusations against members of these criminal networks.
