Project Description

This project aims to support the Global Financing Facility (GFF) a multi-donor financing platform that provides country-led sustainable financing to end preventable maternal newborn and child deaths. The GFF finances national reproductive maternal newborn and child health (RMNCH) plans and supports countries transitioning towards sustainable domestic financing of RMNCH. The GFF also finances the strengthening of civil registration and vital statistics (CRVS) systems finances the development and deployment of global public goods and contributes to coordinated financing for RMNCH. Project activities will vary depending on the RMNCH priorities of the recipient government and may include: (1) providing clinical interventions such as increasing access to health services and health facilities from the pre-pregnancy stage onwards for women newborns and children (2) contributing to health systems interventions such as strengthening health information systems increasing access to medical products and technologies and health systems strengthening; and (3) providing multi-sectoral interventions such as education nutrition and water and sanitation in addition to strengthening CRVS systems. The GFF supports countries in developing individual RMNCH investment cases to align various sources of financing to national RMNCH priorities. The GFF uses additional financing for RMNCH by matching grant funding from the GFF Trust Fund to financing from the International Development Association (IDA) and the International Bank of Reconstruction and Development (IBRD). GFF country selection is prioritized based on criteria that include available resources need population and income eligibility for IDA/IBRD loans and the ability to achieve results.

Expected Results

The expected outcomes of this project include: (1) improved financing that is more focused on evidence-based high-impact “best buys” (RMNCH health systems multi-sectoral); (2) scaled up financing from domestic and external sources; (3) increased sustainable financing that enables countries to transition equitably and efficiently ; and (4) improved capacity to track progress mainly through civil registration and vital statistics systems.

Progress & Results Achieved

Results achieved as of the end of the project (March 2020) include: (1) 80% of Global Financing Facility (GFF) countries with an approved investment case demonstrated improvements in the areas of health where the national government prioritized investments; (2) 27 GFF supported countries used an additional US$1.7 billion in World Bank funding to support reproductive maternal newborn child and adolescent health and nutrition; and (3) GFF funding helped to reach more than 294 million users of modern contraceptives thus helping the prevention of more than 110 million unintended pregnancies. Examples of country-specific results include: (1) Uganda saw a 60 percent increase in adolescent family planning visits between 2016 and 2019; (2) In Bangladesh's Chattogram and Sylhet regions feeding counselling visits for infants and young children increased from 19% in 2017 to 54% in 2019 and; (3) Kenya’s health budget allocations increased in 43 out of 47 counties (91%) due to key GFF-driven financing reforms. From 2017-2019 all counties increased their health budgets to at least 20% of their total budget to reach the subnational target.
