Project Description
The objective of the project is to support the Burkina Faso National Assembly members and staff in their functions in order to participate in the consolidation of democracy in Burkina Faso following the 2015 legislative and presidential elections. Project activities include: (1) completing an assessment of the technical capacities and needs of the National Assembly; (2) strengthening the capacities of Members of Parliament and National Assembly administrative staff to fulfill their representative control and legislative functions; and (3) enhancing Members of Parliament’s awareness and providing them with tools to enhance citizens’ commitment and participation in democratic governance.
Expected Results
The expected outcomes for this project include: (1) the needs for capacity building of elected officials and administrative staff following the legislative and presidential elections are identified in a coordinated and sustainable way; and (2) elected officials and National Assembly staff carry out their representation control and legislative functions in an efficient transparent and responsible manner.
Progress & Results Achieved
Results achieved as of the end of the project (March 2019): (1) improvement to the structure and coordination of the technical and financial partners of Burkina Faso's National Assembly was noted; (2) additional resources were mobilized by other financial partners to help the National Assembly implement its 2016-2020 Strategic Plan; (3) the capacity of the personnel and members of Parliament to identify and communicate their needs was enhanced; (4) with the participation of the National Assembly a 2018-2020 Consolidated Action Plan was developed; (5) several activities including the development of the gender promotion strategy at the National Assembly and a leadership training for women members of Parliament and personnel improved gender integration and reinforced women’s leadership in Parliament; and (6) the National Assembly’s performance including the development of tools such as the procedure guide for members’ work the parliamentary research guide the guide for drafting proposed legislation the hearing guide the communication plan and the guide for reviewing legislative amendments was improved.
