Project Description
This project supports the Government of Haiti in the conduct of elections in 2015. The activities include: (1) strengthening the institutional capacity of the Provisional Election Commission (CEP) through technical assistance; (2) support to the National Office for Identification through the Organisation of American States to ensure the inclusive registration of all voters; (3) support to electoral operations; (4) offering targeted technical assistance to other stakeholders such as the National Archives and the National Office for Identification; (5) strengthen the participation of women youth and other vulnerable groups such as the elderly or the handicapped.
Expected Results
The expected outcomes for this project include: (1) mobilising and coordinating the efficient use of resources for the elections; (2) supporting the process of voter registration and its links to the civil register; and (3) supporting the overall electoral process in its entirety in terms of quality and implementation and helping with the conduct of the elections to conform with international standards for free transparent and democratic electoral processes.
Progress & Results Achieved
Results achieved as of March 2016 include: (1) human resources trained on all aspects of the second-round elections for better management of the working capital; (2) first legal framework developed on the processes for certifying agents and observers which increases the transparency of elections; (3) capacity of the staff of the Haitian national archives strengthened for sustainable and technical development; (4) members of women’s associations revitalized to become engaged and fulfil their civic duty as well as some student groups to become involved in political issues and be active citizens; (5) implementation of the recommendations from the lessons learned in previous elections; (6) extensive environmental scan performed and roadmap developed for the new Conseil électoral provisoire (CEP) established on March 30 2016; (7) various technical divisions in the CEP supported in formatting all of their reports.
