Project Description
Typhoon Haiyan (also known as Yolanda) struck the Philippines on November 8 2013 and was one of the worst storms in recorded history. Almost 15 million people were impacted and over 6 000 died. An estimated one million people were pushed into poverty. While victims received humanitarian relief (including from Canada) in the immediate aftermath the Government of the Philippines has identified ongoing needs for economic reconstruction and the restoration of lost assets and livelihoods. With Canada’s support CECI is advancing the sustainable long-term economic recovery of 7 500 households in Leyte Samar and Eastern Samar provinces. Project activities include: (1) providing training and other assistance for resilient agriculture and fisheries; (2) building disaster risk reduction planning capacity of communities and government officials; (3) assessing and addressing potential skills gaps for employment in the region; and (4) facilitating the development of new and existing micro small and medium sized enterprises and strengthening their financial and business management skills. CECI is working with a Filipino partner organization the Centre for Emergency Aid and Rehabilitation (CONCERN) to implement the project. Funding for this project is sourced from the Government of Canada's $85.6 million Typhoon Haiyan Relief Fund which matched donations by Canadians in response to the typhoon.
Expected Results
The expected intermediate outcomes for this project include: (1) increased participation of targeted women and men affected by Typhoon Haiyan in sustained and resilient economic activities; and (2) improved access to financial and business development services (BDS) for targeted microenterprises affected by Typhoon Haiyan particularly those owned/operated by women.
Progress & Results Achieved
Results achieved as of the end of the project (July 2019) include: (1) provided 7 555 beneficiaries (of which 4 095 women) with technical assistance agricultural inputs/seed capital and access to services/resources; (2) engaged 3 940 beneficiaries (of which 1 457 women) in various economic activities in the agricultural and fisheries sector; (3) of the 14 types of agri-based economic activities implemented four were economically profitable (rice urban agri/vegetable production abaca and other agri-based enterprises adopting climate-smart agricultural technologies); (4) delivered 19 types of skills training to enhance competencies in housekeeping food processing pipe fitting food/beverage servicing caregiving carpentry horticulture among others; (5) assisted in the training of 426 graduates (of which 152 women) to complete the national certification and successfully found employment through its job seeking assistance program; (6) 162 women-led MSMEs were provided financial and business development assistance of which 89 MSMEs successfully accessed the services of financial institutions and/or service providers; (7) women-led MSMEs accessed over 10.7 million Philippine pesos worth of loans grants and equipment exceeding its target of 7.5 million Philippine pesos; and (8) four financial and business development service providers agreed to offer a more gender-responsive capacity-building program to cater to entrepreneurial women.
