Project Description

This project supports UNESCO's Education for All Global Monitoring Report. Since 2002 this annual report identifies effective education policy reforms and models of best practice while drawing attention to emerging education challenges to be addressed in developing countries. The purpose of this report is to monitor global progress towards the Education For All goals which Canada supports and to mobilize resources for the education sector. The Global Monitoring Report plays a key role in supporting data and accountability and continues to monitor education and skills targets in the post-2015 development framework. The Education For All Global Monitoring Report contributes to strengthening education plans policies and national education systems in developing countries to ensure that girls and boys complete a full cycle of basic education and have lifelong learning opportunities. Project activities include: (1) analyzing sex-disaggregated data and developing evidence-based policy recommendations; (2) producing policy papers and the Education For All Global Monitoring Report; (3) advocating for proven education approaches in the development and implementation of national education policies and sector plans; (4) engaging governments to strengthen education and skills and achieve the global education goals as well as gender-equality and girls' education targets and (5) launching a gender summary of the report.

Expected Results

The expected intermediate outcomes of this support include: (1) improved use of education data and evidence-based policy recommendations by decision makers in developing countries; (2) increased reporting on progress toward the global education goals and accountability for the proposed post-2015 framework; (3) enhanced monitoring of gender equality and girls' education targets.

Progress & Results Achieved

Results achieved as of the end of the project (March 2017) include: (1) the 2016 Global Education Monitoring (GEM) Report was produced including an analysis of global progress toward achieving Sustainable Development Goal 4 (Quality Education) by 2030. The report drew on diverse sources including sex-disaggregated UNESCO Institute of Statistics data from 209 countries as well as household survey data evaluations and academic research; (2) the GEM Report team supported key stakeholders at global national regional and sub-regional levels to host launch events for the 2016 GEM Report involving numerous developing-country decision-makers. In total 150 events were held for the 2016 GEM Report more than any previous report. Of these events 85 were global regional and national launches (72% in developing countries) and 65 were presentations at specialized conferences (45% in developing countries). Over 80 Ministers Vice-Ministers and State Ministers attended these events including seventeen Ministers of Education; (3) as in previous years the 2016 GEM Report was accompanied by a Gender Review which analyzes progress toward achieving gender equality in education in developing countries and reducing barriers to girls’ education; (4) throughout 2016 the GEM Report team continued to develop and update an interactive website that shows the scale of education inequality within countries including an analysis of gender inequality. The World Inequality Database on Education (WIDE) provides sub-national sex-disaggregated data that examines the complex relationships between gender poverty disability and location. It was updated in 2016 to include a list of countries by relative disparity according to parity characteristics (gender location wealth) regional and country/income group averages out of school youth of secondary school age and tertiary education completion rates.
