Project Description

This project seeks to improve the prevention and response to all forms of violence exploitation and abuse against children especially the most vulnerable by helping to increase the effectiveness of partnerships to address child protection. Using a case study approach this project provides a comprehensive overview of the current country-owned systems in place for children’s protection from violence exploitation and abuse in a number of countries. It also identifies the financial aspects of child protection systems strengthening efforts. This project enables Canada to support the system strengthening efforts of governments UNICEF and other actors to map progress and remaining gaps for strengthening child protection systems in Ghana Indonesia Kenya Tanzania Senegal and Colombia. The goal of the project is to support governments to highlight good practices and costs for scaling up financial commitments in order to share this widely within the countries studied as well as globally with development partners to help strengthen child protection systems that address all forms of violence against children. Project activities include: (1) desk review and research; (2) technical consultations on child protection systems and investments in each country; (3) drafting comprehensive case studies; and (4) delivery of final case studies to DFATD.

Expected Results

The expected intermediate outcomes for this project include: (1) increased efficiency and effectiveness of partnerships to address child protection; and (2) improved participatory decision-making on investments and scaling up efforts to end violence exploitation and abuse of children.

Progress & Results Achieved

Results achieved as of the end of the project in June 2015 include: The purpose of the initiative was to generate a better understanding of the country context government response coordination pathways financial dimensions and other aspects that contribute towards strengthening national child protection systems that protect children from violence exploitation abuse and neglect. Six countries: Colombia Ghana Indonesia Kenya Senegal and Tanzania participated in the exercise. Six case studies on building national child protection frameworks published by UNICEF and Global Affairs Canada in 2015 including a summary analysis of key findings from five of the country case studies were produced (Ghana Indonesia Kenya Senegal and Tanzania). Each case study documented and analysed the core elements that contribute towards strengthening a national system to protect children: (1) the extent to which child protection is part of the country’s national development agenda and the extent to which there is a costed national child protection framework in force; (2) the action steps taken to scale up child protection systems including coordination platforms and engagement with other actors; and (3) the action taken to scale up financial commitments – including where possible a review of the public financial policies and planning budgetary allocations disbursement structures and fiscal accountability.
