Project Description
The project supports the deployment of Canadian elections observers to the Organization for Security and Cooperation in Europe (OSCE) multilateral observation missions to the Ukraine 2014 Presidential and Parliamentary elections. This initiative contributes up to 150 observers (15 Long Term Observers (LTOs) and 135 Short term Observers (STOs)) to monitor the initial round of Presidential voting on May 25 2014 as well as a possible run-off election two weeks later. Canadian financial support will also provide for up to 102 Canadian election observers (12 long-term observers and 90 short-term observers) for the parliamentary elections on October 26 2014 and for the deployment of four (4) Canadian Security Experts to participate in the OSCE Special Monitoring Mission to Ukraine from April to October 2014 and up to 25 Canadian Monitors from October 2014 to March 2015.
Expected Results
The expected intermediate outcomes of this project are: - Strengthened accountability for free and fair elections in Ukraine recognized by both the Ukrainian people and the international community; - Increased acceptance of the 2014 Presidential and Parliamentary elections results by both the Ukrainian people and the international community. - Increased safety and security for the people of Ukraine especially for minorities and vulnerable persons.
Progress & Results Achieved
Of the more than 300 Canadian observers who went to Ukraine for the May 2014 Presidential election 148 of them participated as part of the Organization for Security and Cooperation in Europe’s (OSCE) Office for Democratic Institutions and Human Rights. This included 15 long-term observers and 133 short-term observers. The project also coordinated the deployment of 20 (17 of whom were posted in Eastern Ukraine) Canadian Monitors seconded to the OSCE's Special Monitoring Mission to Ukraine to monitor and report on the security situation in eastern Ukraine.
