Cité Soleil Health Intervention - Oxfam-Québec Appeal 2014

March 2014 - Haiti has made significant progress in recovering from the devastating earthquake of January 2010. Ninety percent of the population displaced by the earthquake has left the camps and the incidence of cholera has been reduced by 50% since the outbreak in 2010. The number of people facing severe food insecurity (who don’t have access to safe nutritious and sufficient food) has been brought down from 1.5 million to 600 000. However an estimated 3 million of Haiti’s 10 million people remain in critical need and are still extremely vulnerable. Of these an estimated 817 000 people (8.3% of the overall population) are expected to require humanitarian assistance in the coming year. The priority needs include food water sanitation hygiene cholera prevention protection (of children especially young girls and women) and finding durable housing solutions for the remaining displaced people. With DFATD support Oxfam-Québec works in collaboration with Médecins du Monde to improve access to safe drinking water and sanitation facilities as well as to improve access to primary health care and cholera prevention and treatment for at least 15 000 internally displaced people in Cité Soleil. Project activities include: (1) establishment and operation of 15 water kiosks to sell clean drinking water; (2) rehabilitation of the main water supply network of Cité Soleil; (3) rehabilitation or building of 60 latrines 60 hand washing stations and 60 bathing facilities; (4) establishment of a solid and domestic waste disposal system; (5) hygiene education for at least 15 000 people; (6) distribution of 3 500 hygiene kits; and (7) implementation of a cholera prevention community alert system in Cité Soleil to report suspected cases to health authorities in a timely and efficient way.

The expected immediate outcomes for this project include: (1) improved access to safe water sanitation and good hygiene; and (2) increased access to health care and cholera treatment. The expected intermediate outcome is reduced vulnerability of crisis-affected people especially women and children.
