Project Description

This project aims to help the Government of Kenya manage the extractives sector transparently and responsibly in order to maximize the social and economic development benefits for people. The project helps to build knowledge and skills in key government institutions including the Ministry of Energy and Petroleum and civil society and non-governmental organizations. This helps these organizations better understand policy alternatives and more effectively manage the extractives sector for the benefit of communities. Some project activities include: (i) work with the Government of Kenya and key stakeholders to develop a comprehensive Petroleum Master Plan including implementation plans; (ii) assess the government’s capacity to work with the private sector on contracting and licensing agreements in the petroleum sector and develop and implement a training plan to address identified gaps and weaknesses; (iii) assess current capacity and gaps in capacity of key government institutions to engage communities and civil society organizations and develop and pilot community consultation and engagement strategies with targeted community service organizations and local communities in areas slated for oil and gas sector development.

Expected Results

The expected outcomes for this project include: (i) development of a Petroleum Master Plan to strengthen the Ministry of Energy’s capacity to effectively manage the potential of its oil and gas sector; (ii) increased capacity of the Government of Kenya to engage with the private sector in oil and gas sector negotiations including on environmental issues; and (iii) increased capacity of government institutions and communities to mutually benefit from the oil and gas sector including through the development of community consultation and engagement strategies.

Progress & Results Achieved

Results achieved as of the end of the project (April 2016) include: (1) the consortium of consultant firms (PricewaterhouseCoopers QED and Channoil) finalized a report that provides strategic alternatives policy options and implementation plans for the Government of Kenya to maximize value arising from oil and natural gas development; (2) a public workshop where the consultants and the World Bank presented and clarified the work and the recommendations from the report was held in June 2015; (3) the finalized analytical report “Oil in Turkana: Preliminary Assessment of Social and Institutional Challenges” was aimed at informing the implementation of the KEPTAP and the work for the Strategic Environmental and Social Assessment; and (4) consultants have been hired to support the Government of Kenya in preparing the program for the functional review and public awareness campaigns.
