Project Description
This initiative seeks to reduce the barriers that prevented the participation of 45.7% of the eligible voting population in the 2007 elections by implementing a civic and voter education program. The project also focuses on improving voter registration and identification systems. The goal is to ensure the accuracy credibility and representativeness of the voters' roll so that previously disadvantaged groups such as women and youth are included. Some project activities include: (i) conducting focus groups and stakeholder consultations in five pilot constituencies to collect information on low voter turnout particularly among women and youth; (ii) implementing a civic and voter education program in up to five pilot constituencies with help from Elections Canada and scaling the program up to the national level; (iii) working with Kenya’s Independent Electoral and Boundaries Commission (IEBC) and the National Registration Bureau (NRB) to establish a protocol for sharing national citizen registration and voter registration data between the two organizations to capture the necessary voter registration information; and (iv) supporting Kenya’s IEBC to develop and implement a strategy for the sustainable reliable and credible use of election technology in particular biometric voter registration kits.
Expected Results
The expected intermediate outcomes for this project include: (i) strengthened civic engagement and voter education of future and current Kenyan voters in particular women and youth; and (ii) improved credibility and reliability of the Kenyan voter registration and identification systems.
Progress & Results Achieved
Results achieved as of the end of the project (December 2018) include: (1) 5 million new voters were registered of which 75% were youth and 50% were women; (2) the percentage of women who registered to vote increased from 43% in 2013 to 46.7% in 2017; (3) overall voter turnout increased by 10 percent (women by 11% youth 78%) in project-supported counties during the 2017 election cycle as compared to 2013; (4) engagement with young people was increased to sensitize them on the relevance of being culturally tolerant through the adoption of voter education curriculum in Kenyan public schools; (5) established a multi-sectoral Information and Communication Technology (ICT) committee that defined the parameters used to identify and procure appropriate ICT equipment for use in the 2017 elections and beyond; and (6) supported the design of the Kenya Integrated Elections Management Systems. Overall these results have contributed to strengthening civic engagement and voter education of current and future Kenyan voters in particular of women and youth. They have also contributed to the improvement of the credibility and reliability of the Kenyan voter registration and identification systems.
