Project Description
This contribution represents Canada’s institutional support to HakiElimu a Tanzanian civil society organization working in the education sector. HakiElimu’s mandate is to promote improved quality transparency and accountability of investments in education. HakiElimu translates complex concepts into something that the average Tanzanian can understand and organizes community meetings and national multimedia campaigns to encourage awareness of key education issues. The organization seeks to ensure that citizens are better informed so that they have the opportunity to promote creative solutions to improve education and monitor the activities of their local and national leaders and hold them to account. HakiElimu works through a grassroots network of over 35 000 community based organizations and individuals who want to make a difference in their local schools and communities. Supporting the work of HakiElimu helps to ensure that more children are actively learning in public schools and more Tanzanians are engaged in debates about improving the quality of education.
Expected Results
The expected intermediate outcomes for this project include: With DFATD support HakiElimu is contributing to (i) improved citizen engagement in issues affecting quality education; and (ii) improved accountability and responsiveness of local and national governments on issues affecting quality education.
Progress & Results Achieved
Results achieved as of the end of the project (December 2018) include: (1) conducted advertising campaigns which raised awareness on gender and violence against children and reached 4.9 million people through social media; (2) leading Tanzanian newspapers published 26 op-eds which raised awareness among readers on gender inequalities and the challenges girls are facing in accessing education such as early pregnancies gender-based violence domestic responsibilities the lack of access to sanitary products and facilities in schools; (3) HakiElimu aired four television and radio campaigns which reached around 20 million people across the country raising awareness on the challenges faced by girls and children with visual impairment in the education system; (4) the Girls' Retention and Transition Initiative formed 44 gender clubs in 44 primary and secondary schools across 11 districts enrolling 880 students (of which 660 were girls) to help address gender inequality and violence against children; (5) 1 385 new Friends of Education were recruited (Friends of Education are individuals or groups who advocate to improve the education level in their community where they are already well connected and influential); and (6) 90 Friends of Education from six districts were trained to conduct Public Expenditure Tracking Surveys (PETS) in 120 primary and secondary schools. PETS track the education funding allocated by the government to planned education activities against funding spent. This helps ensure transparency and accountability of the government’s education funding.
