Project Description

This grant represents Canada's institutional support to the United Nations Educational Scientific and Cultural Organization’s (UNESCO) Institute for Statistics (UIS) one of nine specialized institutes of UNESCO created in 1999 and based in Montréal Québec. The Institute’s goal is to foster evidence-based policy through the collection and use of high-quality and timely data in education science and technology as well as culture and communication. The UIS has developed the world's most comprehensive education database and is the official source of education-related targets of the Millennium Development Goals (MDG) and Education for All Monitoring Reports. The UIS is the source of education statistics for the World Development Report (World Bank); the Human Development Report (UNDP); and the State of the World's Children (UNICEF). The UIS has working relationships with over 70 countries and serves as the custodian and monitor of internationally comparable data in 200 countries that are surveyed annually for literacy statistics.

Progress & Results Achieved

Results achieved by the UNESCO Institute for Statistics (UIS) with the support of the Government of Canada and other donors by the end of the project in 2018 include the points that follow. 1) Key indicators for the education sector were developed and the use and analysis of the data were promoted to developing countries. The UIS achieved this result after having done the following: a) developed in collaboration with other experts guidelines for monitoring the Sustainable Development Goal for education (SDG 4); b) helped countries map their educational systems in accordance with the International Standard Classification of Education (ISCED); c) helped improve countries’ institutional capacity to collect and use education statistics; d) prepared analytical reports and data products such as the Global Education Monitoring Report. 2) International statistics were developed regarding learning outcomes. The UIS achieved this result by doing the following: a) inventorying the world’s existing large-scale evaluation systems and identifying best practices for measuring scholastic achievement; b) defining and measuring learning in general and in a number of areas such as the command of knowledge of environmental science global citizenship and sustainability and digital literacy skills and doing so across the entire school system from early childhood through higher education; c) advocating for accessible and transparent learning assessment mechanisms. 3) Cross-cutting statistical work was strengthened. The UIS achieved this result after having done the following: a) improved the quality of the data; b) developed the capacities of national statisticians and regional partners; c) updated the UIS’s internal frameworks procedures and instruments that were designed to monitor and improve the quality of its data.
