Project Description
his project seeks to improve security and justice for people in crime-prone communities in Jamaica. Project activities include: (i) providing training in conflict resolution healthy parenting and gang interruption techniques to community members including school children; (ii) setting up Community Action Committees to implement safety plans promote positive citizen-police relations and ensure government services are better coordinated at the local level; (iii) making job skills and entrepreneurship training more accessible for vulnerable groups particularly at-risk youth and women; and (iv) increasing access to justice for people especially women by providing victim support services dispute resolution and public education on justice-related rights and services and by diverting children from the courts and incarceration by channelling them into reintegration programs. The project is implemented by Jamaica’s Ministry of National Security using loan funds from the Inter-American Development Bank and grant funding from UK’s Department for International Development and DFATD.
Expected Results
The expected intermediate outcomes for this project include: (i) improved gender-responsive governance focusing on conflict resolution social inclusion and safety in target communities; (ii) increased participation in the labour market by residents of target communities; and (iii) increased use of gender-responsive justice services in target communities.
Progress & Results Achieved
Results achieved as of February 2019 include: Culture Change and Community Governance component: (1) 1 008 substance misuse counselling sessions were provided and 1 138 students were engaged in violence prevention and conflict resolution education training exceeding the targets of 750 sessions and 400 students respectively; (2) there were significant achievements under the Violence Interruption Programme which saw almost 70% of detected shootings being interrupted and of the 168 potential shootings detected 115 (68%) were interrupted; and (3) over 70% of detected conflicts were being mediated and of the 200 conflicts identified 175 (88%) were resolved. Labour Market Attachment and Employability component: (1) remedial education on-the-job training and Vocational Skills Training programmes were provided exceeding targets by 58% 29% and 10% respectively; (2) the Employment Internship program met the target of 70 participants (of which 38 were women) being placed in internships; and (3) 80 persons (of which 47 were women) were placed in permanent jobs exceeding the planned target of 44. Community Justice Services component: (1) the Restorative Justice Unit generally met or exceeded their targets through 12 Restorative Justice Centres becoming operational and a Restorative Justice Facilitator orientation session was held for 87 participants (of which 64 were women) both as targeted; (2) the Legal Aid mobile unit made 50 community visits (25 more than targeted) and consulted with 602 beneficiaries (of which 298 were women); and (3) 772 case conferences were conducted exceeding the target of 750 with 4 999 participants (of which 2 868 were women) and 800 agreements were reached.
