Project Description

Timely appropriate and effective responses to disasters and other shocks are critical to saving lives alleviating suffering and paving the way to recovery. The first responders to a disaster or other shock are national and local institutions groups and individuals. Building stronger national and local capacity to prepare for and respond to these crises is therefore a foundational activity in improving the resilience of countries and communities and mitigating the impact of disasters or shocks. This project aims to better inform international support for building national and local capacity for disaster preparedness and resilience. It also aims to strengthen coordination between humanitarian and development actors in this programming area.

Expected Results

Expected outputs include: the development of a framework for monitoring and evaluating capacity building interventions and for assessing the factors that constrain/enable local capacity building for disaster risk management; a strong body of empirical evidence that i) documents the different approaches to capacity development in different contexts and ii) analyses their relative effectiveness answering both what works and why. The expected intermediate outcome is the reduced vulnerability of crisis-affected people especially women and children.
