Project Description

This is a component of the Public Sector Capacity Building Program which is a multi-donor initiative designed to improve the efficiency and responsiveness of public service delivery across all levels of government; empower citizens to participate more effectively in shaping their own development; and promote good governance and accountability. Designed to improve the responsiveness transparency and fiscal responsibility of the country’s public service the program is implemented by the United Nations Development Program (UNDP). The program also aims to increase the government’s capacity to manage urban development to decentralize a number of services to reform the tax and justice systems and to improve information and communications technologies used by the public service. As part of the program participatory processes are developed to assess public requirements and to help the government in planning and budgeting. At the same time people’s access to information about national and regional services is improved. The UNDP focuses on decentralization as a critical aspect of the program identifying capacity building in local communities as a means of improving public service delivery. Managed by the World Bank the Support Facility aims specifically to facilitate the implementation and management of the Public Sector Capacity Building Program. The Facility enables program donors to carry out reviews on annual plans strategies and procurement actions in a more timely and effective fashion; to coordinate funding and technical assistance inputs from donors; and to carry out capacity-building activities and analysis work to help improve the program’s performance and achieve its development objective. All CIDA disbursements for this project have been completed and the results of our investment are outlined below.

Progress & Results Achieved

Results achieved as of the end of the project include: The 4th round of a national survey of public satisfaction with services has been completed (the Woreda and City Benchmarking Survey) allowing for the addition of new jurisdictions and the inclusion of previous jurisdictions giving time series data and bringing in new geographic areas for analysis. The results of this survey are being used to increase the understanding of all partners on the status of service delivery in Ethiopia and the impact that Government and donor interventions in service delivery and public sector capacity building are having from the perspective of service users and service delivery providers. The results have also helped to fine tune the Public Sector Capacity Building programme. Monitoring and evaluation (M&E) training has been provided to federal and regional government officers improving the government's ability to measure and report to the public on results. Also the support facility facilitated an independent assessment of Ethiopia's Good Governance Package which has been completed and is ready for publication. This assessment will help document and disseminate results achieved to date and suggest ways to continue to improve the Government's good governance efforts. Finally the Support Facility has assisted the Federal and Regional government in training procurement staff on procurement a key area of good governance.
