Project Description

This project seeks to ensure that people who have been forced to leave their homes because of the long-standing internal armed conflict in Colombia are better able to enjoy their rights to basic protection and economic opportunities. The project aims to develop and implement community-based plans that help internally displaced people to receive essential services and better economic opportunities. These plans provide three voluntary options for internally displaced people: returning to their original community;relocating to a new community or integrating into the community where they have taken refuge.

Expected Results

The expected intermediate outcomes for this project include: (i) increased participation of internally displaced people in the economic development of the selected communities with an emphasis on gender equality in access to and control over services and resources; and (ii) improved protection by communities and State institutions of the rights of internally displaced people including freedom from sexual and gender-based violence within the context of the national Victim’s Law.

Progress & Results Achieved

Results achieved as of the end of the project (March 2016) include: (1) eight settlements of internally displaced persons (IDP) (8 422 IDPs; 51% women) were officially formalized into their host communities and provided with access to municipal services (e.g. water sanitation electricity); (2) 8 270 people now have access to health care services; (3) education infrastructure was upgraded in 12 communities with some granted access to the formal education system and a remaining 1 075 children benefited from flexible education models (including three indigenous communities); (4) 15 IDP communities strengthened their knowledge of conflict and IDP victim rights and sexual and gender-based protection mechanisms via the training of 3 338 individuals and 77 community organizations. These results have led to improved living conditions in all 15 communities in terms of land housing access to basic services local economic development community and institutional strengthening and victim rights.
