Project Description
This project which covers all of Mali helps the Ministry of Education Literacy and National Languages implementing its national education program (known by the French acronym PISE). PISE places special emphasis on the education of girls initial and ongoing teacher training early childhood development and informal education. As with all budget support initiatives Canada is working in close cooperation with other donors and the Government of Mali to focus on effective transparent and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. Budget support also fosters greater policy dialogue among donors government and partners thus helping to strengthen efforts for effective focussed aid as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors.
Expected Results
The expected outcomes of this project include: (1) improved quality of teaching and learning at the basic and secondary levels to enable pupils to continue their studies or enter working life; (2) improved access through the implementation of a policy for girls' schooling at all levels of education the development of non-formal education the provision of school infrastructure the evaluation and certification of private pre-school primary and secondary schools; and (3) strengthened administrative and monitoring capacities of the education system.
Progress & Results Achieved
Results achieved as of March 2018 include: 1) budgetary support contributed to a 3.8% increase in the number of first-cycle primary schools; 2) an increase in enrolment by more than 288 864 students (46.6% of whom are girls and women); 3) an increase in the gross enrolment ratio from 60.5% to 66.7%; 4) the school completion rate increased from 10% to 12%; 5) greater collaboration between various Mali government departments working in the education sector; and 6) improved collaboration among education technicians on shared files such as sector budget support quality of teaching and matching training to employment. These results are contributing to improving the holistic view of the three ministries responsible for education and vocational training in order to provide quality education that matches training to employment.
