Project Description

The project aims to improve the effectiveness of the education system at all levels by supporting the Government of Senegal in the transition from its 2001 2011 Ten year Education and Training Program (supported by Canada) to the new 2013-2025 Program. The Ten year Education and Training Program is a comprehensive program to reform Senegal’s education system with the objective of generalizing equitable access to quality education. During the transition the project is helping to ensure the continuity of the Program’s operations including: distribution of textbooks procurement for school feeding strengthening of technical and vocational training (such as by revising training programs using the skills-based approach) monitoring budgets using an expenditure framework for the education sector and identifying gender equality and environmental factors and criteria to be included in the 2013 2025 Program. As with all budget support projects Canada is working in close cooperation with other donors and the Government of Senegal to promote effective transparent and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. This budget support also fosters greater policy dialogue among donors government and partners thus helping to strengthen efforts for effective focussed aid as well as long-term development results. This project is continuously monitored and evaluated in coordination with other donors.

Expected Results

The project expected intermediate outcomes include : i) improved performance of elementary and vocational training learners particularly girls; ii) efficient sector management (including human ressources management) at central and decentralized levels; and iii) effective integration of gender equality and the environment in the decennial program for education and training in Senegal.

Progress & Results Achieved

Results achieved as of the end of the project (March 2013) include: (1) the primary school completion rate increased from 59.1 % in 2010 to 65.6% in 2012 an increase of 6.5%; (2) gender parity has now been achieved nationally in primary school enrolment and great strides have been made in keeping girls in primary school - the completion rate for girls increased from 60.9% in 2010 to 71.1% in 2012 and is now higher than for boys (60.6 %); and (3) the percentage of performance contracts signed between the Government and managers of the education system increased from 83% in 2011 to 94.46% in 2012 thus ensuring stricter and more efficient management of the sector. These results help to improve equitable access to primary education as well as the quality of education in Senegal.
