Project Description
This initiative aims to support the Government of Senegal to ensure that boys and girls have better access to education. It also seeks to improve the quality and management of the education system in Senegal. The initiative seeks to support the government in implementing the education sector plan defined in the 2013-2025 Development Program for Education and Training. Project activities include planning building class rooms providing furniture (such as desks) installing fences and water points constructing latrines purchasing textbooks training teachers and providing technical assistance to managers in the Ministry of Education. As with all budget support initiatives Canada is working in close cooperation with other donors and the Government of Senegal to strengthen its aid effectiveness by focusing on effective transparent and accountable country system; increasing donor coordination and harmonization; and strengthening mutual accountability. The approach also fosters greater policy dialogue among CIDA government and partners thus helping to strengthen efforts for effective focussed aid as well as long-term development results. This initiative is continuously monitored and evaluated in coordination with other donors.
Expected Results
The expected intermediate outcomes for this project include: (i) improved education of girls and boys at the primary school and vocational training levels; (ii) better-quality basic education for girls and boys; (iii) more effective management practices used by education system managers at the central and decentralized levels specifically as concerns contracting and human and financial resources.
Progress & Results Achieved
Results achieved as of the end of the project include: (1) the institutional framework was strengthened and government procurement procedures were more transparent and efficient since the cancellation of the order excluding energy procurement from the scope of the procurement code; (2) annual financial statements were produced in a more timely manner by having money bills submitted to the Court of Accounts in a shorter period; (3) a new government organization act was passed to strengthen the jurisdiction of the Court of Accounts; (4) a strategy was put in place to reduce delays in adjudicating government accounts; (5) a law was passed creating the Senegalese office to combat fraud and corruption (OFNAC); (6) a law was passed respecting the public-sector financial management transparency code; (7) the Senegalese land reform commission was established; (8) a new tax code was enacted simplifying and clarifying tax procedures; (9) the Court of Repression of Illicit Enrichment was reactivated; (10) audit findings resulted in legal proceedings; and (11) the files of the Public Service and government officials were physically audited and special procurement was reviewed to ensure better management of personnel expenditures. The project supported the Government of Senegal’s efforts to increase access to basic education and technical and vocational training (particularly for girls) to promote the quality of education and to implement better management practices in the education sector.
