Project Description
This Asia Development Bank-led initiative aims to stimulate private sector investment in infrastructure in the Philippines. Through technical assistance and capacity development this project aims to contribute to: improving the policy legal and regulatory framework for public-private partnerships (PPPs) in the country; strengthening the capacity of selected government institutions in promoting developing and implementing PPP projects; institutionalizing PPP best practices to build a sustainable national PPP program; establishing a dedicated infrastructure financing facility; and supporting the PPP Center’s Project Development and Monitoring Facility (PDMF) to help structure bankable PPP projects.
Progress & Results Achieved
Results achieved as of end of the project (April 2013) include: several measures were introduced and are in different stages of finalization to improve the enabling environment for public-private partnerships (PPP) in the Philippines. These include: (1) the issuance of a Presidential executive order on alternative dispute resolution mechanism in PPP the establishment of the PPP Governing Board as the central PPP policy decision-making body in government and the institutionalization of the Project Development and Monitoring Facility; and (2) the capacity to support the development of a pipeline of PPP projects was strengthened through the preparation of PPP manuals for national government agencies and local government units as well as the beefing up of government staff. As a result the number of PPP projects in the pipeline increased to 33 in April 2013 from 11 projects in November 2010. In November 2012 DFATD approved an additional CAN$ 3M to provide further support to PPP development through a four-year CAN$ 15.5M Fostering Inclusive Growth (FIG) Project with the Asian Development Bank which includes technical assistance for PPP increasing competitiveness in tourism and employment facilitation. The PPP TA under the ADB Fostering Inclusive Growth project effectively replaced and superseded the CDPPP Project. Project results related to PPP will henceforth be reported under the FIG project starting in FY 2013-2014.
