Project Description

The ASEAN (Association of Southeast Asian Nations) TRIANGLE project (2012-2016) strengthens regional policies on the governance of labour migration and enhances the capacity of governments workers’ and employers’ organizations to help reduce labour exploitation and inequalities of women and men migrants from ASEAN member states. The project increases labour rights protection and decent work opportunities for women and men migrant workers in Southeast Asia.

Expected Results

Labour exploitation and inequality of women and men migrants from the ASEAN member states will be reduced by achieving the following results: 1) strengthened regional legal and policy framework to more effectively govern labour migration and protect the rights of women and men migrant workers; 2) enhanced capacity of governments to oversee enforcement of labour and migration laws and regulations; 3) social partners’ capacity to influence migration policy and protect the rights of migrant workers is enhanced.

Progress & Results Achieved

Results achieved as of the end of the project include: (1) 25 events for dialogues and conferences were organized 14 regional tools and guidelines were produced and 12 policy research papers were published; (2) the training and meetings were attended by 2 811 tripartite constituents in ASEAN. Of the total participants in 2012-2016 57 per cent were male and 43 per cent female; (3) a key product developed was the International Labour Migration Statistics Database for ASEAN a powerful research tool for policymakers and others to profile and monitor labour migration patterns in the region.The project also supported (4) the training of sending countries’ labour attachés in advocating for the protection of their nationals in receiving states; (5) the continued dialogue on the Mutual Recognition of Skills which resulted in the identification of priority skills area for mobility and the development of ASEAN-wide and country-level action plans for skills recognition for medium and low-skilled workers; (6) the ASEAN Forum on Migrant Labour which has expanded to create a space for the participation of hundreds of migration stakeholders annually; and (7) the development of 14 tools that ASEAN Member States can access that address a range of issues faced by policy makers when implementing programs to protect migrant workers. These tools cover gender-responsiveness recruitment regulations pre-departure orientation service provision to migrant workers setting up labour attaché programs collecting labour migration statistics and monitoring and evaluating labour migration policies. These results have contributed to strengthening the regional policies and co-operation to protect the rights of women and men migrant workers in the ASEAN region.
