Project Description
The project is contributing to the government's efforts to improve the enabling policy and strategic environment for Disaster Risk Reduction (DRR) and restoring and improving social and economic well being of people in two cities and one municipality following the devastation caused by the 2009 floods in Metro Manila. It is strengthening community resilience to the effects of natural calamities and disasters through capacity building of local governments in recovery and gender responsive disaster DRR. The project establishes a people-centered early warning system drawn from international best practice consisting of capacity enhancement in: a) governance and institutional arrangements; b) risk knowledge; c) monitoring and warning system; d) dissemination and communication; e) response capacity; and f) integration of equality between women and men.
Progress & Results Achieved
Results achieved as of the end of the project (March 2013) include: (1) improved capacity of the three assisted local government units (LGU) in Metro Manila (Marikina Pasig and Cainta) in integrating disaster-risk reduction (DRR) frameworks in local development planning as demonstrated in the inclusion of DRR in the comprehensive development plan; (2) hazard risk mapping included in comprehensive land use plans and zoning; (3) policies enacted to institutionalize the City/municipality DRR Management Office; contingency plans for flood and earthquake formulated/updated; and standard protocols adopted for the allocation of DRR fund. More than 2 400 community members including school teachers administrators elementary students community leaders and residents have enhanced their knowledge on how to apply and use multi-hazard risk assessment tools and equipment and in developing evacuation plans. The 3 LGUs have strengthened coordination and partnerships with neighboring LGUs and other non-governmental stakeholders in the Metro Manila-Rizal area where an inter-LGU multi-stakeholder river-basin wide DRR governance framework and structure was adopted between 13 LGUs 6 national government agencies and 2 LGU leagues. These results have contributed to clearly identifying protocols for Early Warning System sharing in response resources good practices and managing trans-boundary pollution.
