Project Description

The project aimed to facilitate the legitimate fair and peaceful delivery of the 2011 Referendum on Self Determination for South Sudan to help ensure it would be valid in the eyes of the Sudanese people and the international community. The January 2011 referendum which resulted in an overwhelming 99 percent of voters in the ten states of South Sudan voting for independence was one of the final steps in the implementation of the Comprehensive Peace Agreement (CPA). Through a contribution to the United Nations Development Programme (UNDP) Referendum basket fund the project supported the organization operations and monitoring of the referendum. More specifically CIDA's contribution to the project supported gender-sensitive civic and voter education especially amongst marginalized groups such as women and internally displaced persons.

Progress & Results Achieved

Results achieved as of the end of the project (June 2011) include: enhanced citizen understanding of the referendum process and of citizens’ roles and responsibilities through the design and distribution of 2.2 million items of voter education material (e.g. posters t-shirts) and the broadcasting of public service announcements across Sudan; enhanced capacity of 10 Referendum State Committees and 79 County Committees through training thousands of registration and polling staff members and procuring and transporting all referendum materials; and strengthened ability of key actors to participate in the referendum process through training 200 journalists 31 136 police personnel 3 192 domestic observers and 75 judges. As a co-chair of the Donor Working Group on the Referendum CIDA played a leadership role in the coordination of international efforts in support of the referendum. CIDA support contributed to the strong participation in the referendum as well as to its overall credibility and legitimacy.
