Project Description
The project aims to strengthen South Sudan's key state government institutions' capacities to better deliver peace dividends to its citizens. The purpose of this project is to rapidly identify and deploy up to 150 qualified international United Nations Volunteers to develop national capacity in partnership with the Government of Southern Sudan. CIDA's contribution supports 50 of these posts.
Progress & Results Achieved
Results achieved as of end of the project June 2012 include: 105 United Nations volunteer specialists including 16 women were recruited and deployed into government institutions in all ten of South Sudan’s states. These volunteer specialists provided critical support within their host ministries and state governments. For example: financial management specialists contributed to strengthening state capacity in planning budgeting and public finance management. All ten states are now able to prepare monthly expenditure reports for the first time. Revenue specialists provided technical support to State Revenue Authorities in six states which had a major impact on increasing non-oil revenue collection. Urban management specialists helped to develop state capacity to deliver services such as access to potable water and supported the creation of neighbourhood plans for the integration of returnees from northern Sudan.
