Project Description
The project aims to help address the issue of rice production capacity in Africa by supporting local rice farmers processors and marketers in applying new technologies and techniques for producing quality rice products. The project is designed to use the findings of its applied research to influence national and regional policy affecting the African rice industry to ensure that agricultural policy considers the needs of all rice agricultural stakeholders especially local farmers. Rice is the most rapidly growing source of food in Africa. Both urban and rural populations have come to depend on it as a food staple that is easy to prepare store and provides a high source of calories making it an essential complement to good nutrition. In 2010 Africans consumed an estimated 26 million tons of rice with an average per capita consumption rate of 24 kg per year. The formal African rice industry with its limited means for production is not able to meet this consumer demand with a yearly production of 16 million tons of rice. As a result 40% of African rice consumers rely on global imports to satisfy their dietary needs. This component represents the second part of CIDA's contribution to the project which is worth $7 575 000 in total. The activities continuing in this component were initiated in component number A034968-001 (Support to Rice Research in Africa I).
Progress & Results Achieved
Results achieved as of June 2013 include: (i) preparatory activities to implement the project were completed in six of eight countries and baseline surveys are underway to guide activities throughout the project; (ii) Africa Rice is using cell phone applications and tablets to collect and monitor results over the Internet in all eight project countries contributing to improved data collection reporting and project monitoring; (iii) the project has developed an improved technology for rice harvesting and processing and is now planning the construction of a pilot rice processing plant; (iv) Africa Rice has begun to construct an improved rice thresher in four countries and a mini combine harvester in five countries; (v) in Nigeria the project has worked with nine fabricators to build 1 000 threshers and combine harvesters; (vi) two countries have designed and tested rice parboiling vessels and machines for making environmentally friendlier cooking briquettes using rice husk; (vii) a threshing machine that is easier for women to use was introduced in Uganda; (viii) new food products are being developed from broken rice and rice by-products (such as rice spaghetti and mushrooms in Ghana and rice biscuits in Nigeria and Cameroon); and (ix) Africa Rice's Director General met with Ministers of the eight project countries to present key research related to rice trade and import policies across the region. These results are all contributing to helping farmers processors and marketers to improve local rice production in targeted countries.
