Project Description

An estimated $15 million for deploying short-and long-term specialist advisory resources providing targeted technical assistance and mainstreaming gender equality in the four areas of CIDA focus in Tanzania. CIDA aims to collaborate with the Government of Tanzania civil society and other donors to identify manage and effectively implement technical assistance that will improve aid effectiveness across all CIDA programming areas. Types of technical needs that would be supported could include: gender-sensitive strategic planning; evidence-based policy research and development; policy dialogue; monitoring and evaluation; public expenditure tracking; public consultations; targeted/special audits; strengthened procurement and audit systems; gender budgeting; strengthened intergovernmental linkages; budget consultations; donor coordination; research and analysis; and communications. Technical assistance may also include the provision of resources for studies workshops and training for the Government of Tanzania or civil society partners engaged in CIDA programming areas.

Progress & Results Achieved

Results achieved as of the end of the project (2016) include: 1) the provision by the World Bank of a senior statistician to help implement the Tanzanian Statistical Master Plan and to support the National Bureau of Statistics as it works to improve its capacity to coordinate statistical development and improve the management of statistical information at all levels of government leading to better policy development and decision making; 2) effectively integrated gender equality into Tanzanian development programs through the support of a UN Women study on opportunities and barriers for women’s engagement in the extractive industry; 3) an increase in birth certification from 11% to 60% in Mbeya and 12% to 50% in Mwanza between July 2013 and December 2015 following support to UNICEF for the establishment of a sustainable system for civil registration and birth certification under the National CRVS Strategy; 4) strengthened the Development Partners Group Secretariat’s capacity to harmonise and coordinate donor activities and interactions with the Government of Tanzania; and 5) strengthened citizen oversight of the 2015 presidential and legislative elections and improved civic engagement with electoral management bodies and processes through support for the creation of an Election Observation Centre. These investments are helping GAC to increase the alignment of its aid portfolio with Tanzanian country priorities ensuring more harmonized and cost-effective donor assistance and activities enhancing the accountability of Tanzania to its citizens and strengthening Tanzania’s results-based systems procedures and institutional capacities.
