Project Description

This project aims to increase economic opportunities for poor rural women and men including ethnic minorities in the province of TraVinh. The project contributes to developing and implementing key priorities of the province’s five-year Small and Medium Enterprise (SME) Development Plan. The project also aims to improve environmental sustainability and ensure gender equality. This project seeks to create a favourable business environment for SMEs by for example (1) simplifying the business registration process; (2) increasing access to finance and business development services; (3) improving the ability of SME managers to run their businesses; (4) increasing the production capacity of a number of businesses; and (5) improving the skills of the workforce in order to meet the labour needs of small and medium enterprises. The project also aims to improve SMEs’ access to markets in about 20 targeted communities in Tra Vinh province by building priority small-scale infrastructure such as waste treatment facilities inter-village roads and bridges to improve rural transportation. Finally the project seeks to improve the ability of local government organizations (at the provincial district and commune level) to support the development of SMEs. Through training technical assistance and institutional development the goal is for these government organizations to be better able to plan budget manage their finances procure and monitor activities related to SME development in the province.

Expected Results

The expected outcomes for this project include: (1) improved competitiveness of small and medium enterprises (SMEs) in selected sectors in Tra Vinh Province; (2) increased use of improved and sustainable small-scale infrastructure by SMEs in targeted communities in Tra Vinh Province; and (3) improved local government performance in support of environmentally sustainable and gender responsive small and medium enterprise development in Tra Vinh Province.

Progress & Results Achieved

Results achieved as of March 2023 include: (1) registered and operationalized 500 new small and medium-sized enterprises (SME) (132 women-led) for a total of 2864; (2) 6 328 businesses (2065 women-led) benefited from the project's support resulting in the creation of 23 000 jobs for the local population; (3) upgraded and put into operation 25 small-scale infrastructure works (e.g. rural roads and bridges) since the beginning of the project to improve access to markets for selected commodities benefiting 16 710 households with 50 130 people (27.8% beneficiaries from ethnic minority groups); (4) assisted the province of Tra Vinh in developing 25 policies that have contributed to significant improvements in the business environment and attracting investment to the province; and obtaining branding of trademark certification intellectual property registration and the development of a traceability portal for key provincial products.
