Project Description

The Capacity-Building Trust Fund aims to strengthen the Government of Southern Sudan's (GoSS) and the public sector's capacities to better manage public resources and deliver basic services to the citizens of Southern Sudan. The purpose of the Fund is to support selected GoSS ministries with financial management reforms to provide short and long-term technical support and to provide training to civil servants in sectors such as procurement finance skills budget management and English language training. CIDA's contribution aims to improve the capacity of up to 200 000 public servants in South Sudan to help modernize systems of public administration and strengthen accountability in the use of government funds.

Progress & Results Achieved

Results achieved as of the end of the project (January 2014) include: (1) 776 civil servants (42% women) received English language and Business Communication skills training. In a context where 42.5% of civil servants have only primary education basic training is crucial to the sustainability of government institutions; (2) 578 civil servants were trained on public financial management using the project’s Public Financial Management Manual; (3) hardware software and training for a new Electronic Payroll System was rolled out in all states in South Sudan which has improved the capacity of the public service payroll system. Approximately 11 000 ghost workers were removed from state payrolls as a result; (4) 78 senior managers and gender focal points were trained on gender mainstreaming using the project’s Gender Mainstreaming Manual; and (5) at the request of the Government of South Sudan the project provided the necessary technical assistance to produce the South Sudan Development Plan – the new nation's first interim poverty reduction strategy – in time for the July 2011 independence. These results contributed to improving the Government of South Sudan’s capacity in key areas of public administration and public financial management.
