Project Description
The goal of the project is to help Senegal to achieve rice self-sufficiency and to reduce poverty by supporting the National Program for Rice Self-sufficiency. The purpose of the Program is to increase rice production in the self-managed perimeters of the Senegal River Valley to meet the needs of 600 000 people each year especially in rural areas. The project revolves around two major components: (1) availability of funds for rice producers to procure inputs to increase their production; and (2) capacity building of rural organizations to develop effective procurement and marketing services. In addition the project has a management component.
Progress & Results Achieved
Results achieved as of the end of the project (March 2017) include: (1) contribution to increased paddy rice production (unhusked) from 25 000 tonnes in 2008–2009 to 60 160 tonnes in 2016–2017; (2) the launching of a group purchasing service for suppliers within the Fédération des Périmètres Autogérés (seeds fertilizer crop protection products) that has helped stabilize and reduce purchasing costs by approximately 10% and to get quality inputs at the right time; (3) the number of producers using the group purchasing service for suppliers has increased from 3 074 (1 060 women) in 2012 to 11 012 (2 546 women) in 2016; (4) an increase in producer revenue from 255 971 CFA francs (the currency of western Africa) per hectare in 2008–2009 to 529 193 CFA francs per hectare in 2015–2016; (5) regularization of the situation of 51 producers groups who renewed their business relationships with the Caisse nationale de crédit agricole du Sénégal (CNCAS) the primary funding institution for rice production; (6) contribution to the development and promotion of new financial products in the region including crop insurance harvest credits and post-harvest credits allowed producers including women to better respect the agricultural calendar and secure their agricultural activities; (7) adaptation publication and dissemination of a guide to good agricultural practices (6 000 copies) were made available to the Société nationale d'aménagement et d'exploitation des terres du delta du fleuve Sénégal (4000 copies) and the Direction régionale du développement rural (2000 copies)) facilitating the use of more sustainable and environment-friendly agricultural techniques; 8) support for the production and use of certified seeds enabling to reduce production costs and improving access to quality agricultural inputs at the right time; (9) construction of six storage facilities with a capacity of 8 985 tonnes allowing to reduce lost and secure stocks of more than 8 542 producers includin
