Project Description
The project aims to improve the health of populations living in three regions in Mali (Ségou Sikasso and Kayes) with a primary focus on women and children. Project objectives are: improvement of health services management by key stakeholders (community health associations territorial communities and decentralized health institutions); improvement of the quality of social and health services provided to populations in the trois regions specifically targeting women and children; and increasing the usage by these populations of preventive and curative health services. The project supports the Ministry of Health in implementing its sector strategy focusing on improving geographic and financial accessibility of health services meeting demand improving service quality and usage and building institutional capacity. Through the technical assistance (International Health Unit consortium/CARE Canada/Centre for International Studies and Cooperation (CECI)) as well as the direct financial assistance components this project supports the Division for Regional Health (DRS) and the Division for Regional Social Development (DRDS) in the regions ofSégou Sikasso and Kayes. The project supports civil cociety through the Fédération nationale des associations de santé communautaire (FENASCOM) and its members as well as the community health associations (ASACOs). It also provides support at the local level to community associations to which the Government of Mali has transferred health care capacities.
Expected Results
The expected outcomes for this project include: (1) improved management of health services by key stakeholders (community health associations local authorities and decentralized structures) in the Ségou Sikasso and Kayes regions; (2) improved quality of health and social services provided to the populations of the Ségou Sikasso and Kayes regions particularly women and children; (3) increased use of preventive and curative health services by populations in the regions of Ségou Sikasso and Kayes.
Progress & Results Achieved
Results achieved as of the end of the project (June 2020) include: (1) the percentage of the population covered by mutual health organizations increased from 0.4% in 2013 to 6.28% in 2019; (2) the rate of births assisted by qualified staff increased from 26% in 2012 to 42% in 2019; (3) the proportion of the population living within five kilometers of a functional community health centre increased from 56% in 2014 to 57% in 2019; (4) the caesarean section rate increased from 2.6% in 2014 to 4.0% in 2019; (5) 902 training sessions were provided to members of women-users of health services committees notably on how the community health system operates on the process for creating a women-user committee on women’s leadership and on rights and health; and (6) 102 stakeholders from Mali’s decentralized health systems (of which 43 were women) have taken part in health-related study tours conventions and conferences since the project began in 2010. These results have helped to strengthen decentralized health systems and to improve the health of women and children in the Kayes Ségou and Sikasso regions.
