Project Description
This initiative supports the efforts of the Government of Burkina Faso with the implementation of its Plan for Basic Education Strategic Development (PDSEB) in order to improve the accessibility and quality of basic education. It also seeks to reduce disparities related to gender disabilities as well as social and geographic considerations and to strengthen the institutional capacities of the Ministry of National Education and Literacy (MENA). The project is a continuity of DFATD’s financial and technical support for Burkina Faso’s Basic Education Development Plan (PDDEB) since 2001. PDSEB activities include: 1) constructing school infrastructure (schools boreholes and latrines); 2) supplying equipment teaching materials and school supplies as well as 3) management capacity building of MENA personnel undertaking its main reforms. The project is part of a pooling of funds coordinated by Canada and other technical and financial partners including France Denmark Luxembourg Switzerland UNICEF and the Global Partnership for Education (GPE). As with all pooled fund projects Canada is working in close cooperation with other donors and the Government of Burkina Faso to promote effective transparent and accountable country systems; increase donor coordination and harmonization; and strengthen mutual accountability. This pooled fund also fosters greater policy dialogue among donors government and partners which helps to strengthen efforts for effective focussed aid and long-term development results. This project is continuously monitored and evaluated in coordination with other donors.
Progress & Results Achieved
Results achieved as of the end of the project (January 2018) include: (1) improved access to education in 2016 with a gain of 166 246 more pupils enrolled at elementary level including 83 858 girls and 82 388 boys and a gain of 64 488 more pupils enrolled at post-elementary level including 39 585 girls and 24 903 boys; (2) established a continuous progression in girls' access to school where for the first year the percentage of girls enrolled at post-elementary level in 2016 (47.2%) was higher than for boys (46.0%); (3) successfully implemented the elementary and post-elementary curriculum review process including the adoption of the Curriculum Orientation Framework by the Council of Ministers and the start of experimentation of the new programs in schools; (4) implemented management committees involving the community and parents in all schools (11 292 schools); (5) 578 education agents including 120 women received support from the Société d'accompagnement au renforcement des capacités (SARC) to improve the skills of agents in basic education vocational training and non-formal education. This was done to implement quality improvement actions identified by the Ministry of National Education and Literacy; and (6) 500 education management agents 16% women received support from SARC to enhance their administrative and financial management skills.
