Project Description
This project aims to strengthen the capacity of the Peruvian Government to plan and manage energy resources efficiently and in a sustainable manner. The project is relevant for Peru’s economic success since its recent growth has been fuelled by the development and consumption of its large natural resource base of which energy resources form an important part. Specifically the project intends to support the implementation of the Peruvian National Energy Policy which aims to improve energy planning enhance the use of renewable energy sources and strengthen the capacity of parastatal institutions involved in the sector. Key activities include: 1) providing technical assistance to the Ministry of Energy and Mines in the design implementation and staffing of an Energy Planning Unit; 2) the assessment of the corporate governance framework of parastatal institutions; 2) the creation of experts networks to enhance knowledge sharing on renewable energy between public institutions at central and regional levels.
Expected Results
The expected outcomes for this project include: 1) improved energy planning at the central and regional levels taking into account socio-economic environmental and gender equality considerations; 2) improved efficiency and transparency in the management of relevant parastatal institutions in the energy sector; and 3) improved integration by the Ministry of Energy and Mines of renewable energy sources and energy efficiency considerations in the national energy matrix.
Progress & Results Achieved
Results achieved as of the end of the project (April 2019) include: (1) the project contributed to the creation of a major call for tenders for the installation of 500 000 solar panels. As a result more than 350 000 vulnerable families and rural schools health centres and small businesses now have electricity on a permanent basis produced with reliable solar panels suited to Peru’s climate. Moreover this support made it possible to improve electric coverage from 70% in 2013 to 96% in 2018 for Peru’s rural population; (2) the project contributed to the design of an electrical interconnection system between Peru and Ecuador with the two countries signing an agreement enabling Peruvians to benefit from a more reliable less costly electrical system; (3) Peru’s energy balance which provides a picture of the country’s energy supply and demand was developed and published and is the foundation of the country’s long-term energy planning. Particular importance was placed on determining the country’s wind and hydroelectric potential. This balance as well as other supports from the project made it possible to develop a 2016-2040 national energy plan and will support the establishment of a national energy planning and information system. Moreover thanks to this balance Peru benefited from the evidence required for establishing its international commitments in climate mitigation; and (4) the project contributed to the modification of Peru’s energy matrix where the portion of non-conventional renewable energy (wind micro-power stations geo-thermal solar energy) went from 2% to 5% between 2012 and 2017.
