Project Description

The objective of the Electoral Transition Support envelope of $19.5 million is to contribute to national efforts to strengthen democracy and good governance in Haiti. Its goal is to support on the request of the legitimate Haitian authorities electoral processes to guarantee the organization of free transparent and fair elections. The envelope supports the electoral transition to a democratically elected government in Haiti between 2009-2016 by providing technical and material support to the Provisional Electoral Council and other key national electoral bodies. There are several components and various implementing partners of this initiative. This component is managed by the United Nations Development Program (UNDP) which provides technical and material support to Haitian authorities during electoral processes through a multi-donor basket fund to which the Haiti Government contributes.

Expected Results

• Improved technical skills of executives and operational capacity of the Conseil électoral provisoire (CEP). New technologies and procedures adopted by the CEP. Staff members at polling stations are trained. • The National Identification Office (NIO) sites reinforced and mobile units available. National identity cards printed and distributed. • The CEP structure is reinforced. Voters list updated printed and distributed. Management of nominations carried out. Polling centres and temporary election staff available. Vote tabulation centre operational. Boosted information campaign . • Technical skills and technological infrastructure of the NIO and the National Archives reinforced. • Participation of women young people and local communities in the political process promoted.

Progress & Results Achieved

Results achieved as of March 2016 include: 1) national capacity to manage the electoral process enhanced in a transparent manner and strategic planning improved including preparation of the 2015 election budget; 2) support for the Provisional Electoral Council (CEP) in organizing legislative presidential municipal and local elections; 3) technical support for the CEP in developing manuals on several aspects of the electoral process such as the vote tabulation centre challenges to election results and civic and electoral education; 4) the CEP produced a procedure manual developed software to manage nominations and polling stations and trained around 100 staff members; 5) the CEP improved the voters list by training managers and developing software for gender-specific purposes; 6) the CEP joined international networks of electoral agencies;7) the National Identification Office (ONI) distributed national ID cards to approximately 5.6 million voters.
