Project Description
The project aims to support the establishment of a debt management advisory service within the Eastern Caribbean Central Bank (ECCB) to address the debt issues of the ECCB member states and to establish sustainable systems and procedures for improved debt management. Project activities include: developing manuals and guidelines for debt management; providing technical assistance professional assignment opportunities and training to the staff of member states' debt management units; introducing debt management software at the ECCB and in member states; and establishing quality control procedures at the ECCB for all debt management efforts to enforce standards and ensure sustainability for member states.
Expected Results
The expected intermediate outcomes for this project include: (1) more effective debt management at the national level by Easter Caribbean Currency Union (ECCU) Member States with consistent standards and policies for debt management applied; and (2) more effective advice and monitoring of debt management provided by ECCB.
Progress & Results Achieved
Results achieved as of the end of the project (June 2018) include: (1) training and technical assistance in debt management debt sustainability analysis portfolio and risk management provided to over 30 debt managers analysts and officers in the eight Debt Management Units of the Eastern Caribbean Currency Union member states: (2) completion of Medium term Debt Management Strategies for seven targeted countries; (3) enhancement of debt data quality in the targeted countries using the Commonwealth Secretariat’s Debt Recording Management System; (4) completion of four country Debt Portfolio Reviews; (5) Debt Sustainability Analyses completed for all targeted countries. These results have contributed to more transparency and accountability in terms of how public debt is managed recorded and published and has helped increase the capacity of policy makers within ministries of finance to achieve sustainable debt levels.
