Project Description

The project addresses two major gaps in national statistical systems: (1) the necessity to enhance the managerial skills of senior statisticians and (2) the need to develop a pool of qualified statistical experts to strengthen national statistical systems in developing countries. The first project component is International Statistical Fellowship Program to train up to 150 African and Latin American senior statisticians in management skills including strategic planning and financial and human resources management. Fellows are also introduced to gender equality issues. After the training Fellows are expected to develop organizational action plans for implementation. A 'Train the Trainers' program is also available to enable them to build local training capacity. The second component is Canadian Technical Assistance to provide in-country technical assistance to managers in statistical methodology. This includes the deployment of statistical experts in response to demand for short-term technical expertise in developing countries.

Progress & Results Achieved

Results achieved as of the end of the project (April 2016) include: (1) 178 heads of statistical offices and senior statisticians from 56 African Latin American and Caribbean countries have increased their knowledge and improved their technical skills in order to enhance the management capacities of their respective National Statistical Offices (NSOs). (2) 17 experts from eight regional institutions were trained or involved in International Statistical Fellowship Program (ISFP) transfer activities. To ensure the sustainability of results beyond Statistics Canada’s involvement the ISFP training program was transferred to national and regional statistical institutions. AFRISTAT a Francophonie regional institution that seeks to strengthen the statistical capacity of member states agreed to take on the responsibility of assisting member countries with their training needs and at project end was already demonstrating sustainability. (3) 28 countries implemented national statistical projects with the objective of enhancing technical and managerial capacity of their NSOs while improving the availability and the use of timely relevant and reliable statistics for decision-making. (4) 455 senior officials from 67 statistical offices as well as six representatives from two regional statistical organizations increased their knowledge in topics relevant to managing NSOs and improving the capacity of the national statistical system. (5) 14 technical assistance missions were led to increase knowledge within NSOs in participating countries. The countries increased their capacity to produce and disseminate statistics in support of evidence-based policy development. And (6) all technical assistance recipients indicated that they use the skills and knowledge gained from technical assistance projects in statistics missions in their day-to-day work.
