Project Description

The project seeks to improve monitoring and control of public spending to give citizens greater access to their government’s financial information to improve transparency in natural resources management and to build the Government’s capacity to combat corruption. This project provides budget support and technical assistance to the Government of Senegal in implementing its national development strategy. As with all budget support initiatives Canada works in close cooperation with other donors and the Government of Senegal to promote the transparency and effectiveness of national systems and to strengthen mutual accountability. This type of support also favours greater policy dialogue among donors the Government and partners. This helps to strengthen efforts to obtain focused and effective aid as well as long-term development results. This initiative is monitored and evaluated on an ongoing basis with other donors.

Expected Results

The expected intermediate outcomes for this project include: (1) increased transparency of anti-corruption mechanisms; and (2) increased transparency of public administration in Senegal. Expected immediate outcomes include: (1) providing support to the new national anti-corruption office (OFNAC) to render it fully operational and to allow Senegal to better identify and address cases of corruption; (2) providing support to the audit office to strengthen its capacity to investigate and apply decisions and to implement standardized procedures that allow more timely and effective audit processing; (3) providing support to access to information and transparency especially for the publication of reports and the dissemination of information on a website; and (4) providing support to Senegal with regard to the Extractive Industries Transparency Initiative and to the compliance with its norms.

Progress & Results Achieved

Results obtained up to the end of the project in March 2016 include the following: (1) budgetary transparency in Senegal increased through the volume diversity and regularity of budgetary and financial information made public by the Government of Senegal; (2) transparency in extractive sector management in Senegal increased through the preparation of the first reconciliation report on data available on the extractive sector in compliance with international standards and the Extractive Industries Transparency Initiative; (3) audits conducted by the Court of Accounts were strengthened as a result of a reduction in the backlog of public accountant audits; (4) Senegal’s institutional capacity to fight corruption increased through the creation of the National Office for the Fight Against Fraud and Corruption (OFNAC); and (5) corruption investigations were conducted and legal steps were taken to address the cases of corruption reported.
