Project Description
The project promotes dialogue and increased understanding between governments the hydrocarbon industry and Indigenous peoples in relation to the development of the region's hydrocarbon potential in an environmentally and socially sustainable manner. The initiative includes the development of national and regional tripartite dialogue processes and a series of training workshops to provide a common understanding of key issues of concern to these stakeholders (e.g. consultation management and resolution of conflicts regulation of protected areas participatory monitoring of the environmental and social impacts). The project also aims to produce a number of best practices on these issues.
Progress & Results Achieved
Results achieved as of the end of the project: The project established mechanisms for national and regional tripartite dialogue and developed and implemented collaborative processes among the three parties including the establishment and/or strengthening of electronic communications networking systems and web-sites to support the participants’ information exchange as well as to provide promotional information to the society in general. The project produced pertinent studies including the study on the Mechanisms for Consultation which has been disseminated at the time when governments were trying to find better ways to implement ILO Convention 169 in general and regulations for prior consultations in particular. National and regional tripartite dialogue forums and workshops were held to define and address pertinent social and environmental issues and to review and assess consultant studies. Dialogue participants strengthened their knowledge and capacity in areas relating to: collaborative approaches; conflict resolution; protected area regulation; compensation; environmental liabilities; social impacts; participatory monitoring; & sustainable development.
