Project Description
This project helps to strengthen Tanzania’s Ethics Secretariat. The mandate of the Secretariat is to reduce the risk of conflicts of interest and grand corruption among Tanzania’s political leaders and civil servants. The project includes: (i) long-term technical assistance in areas such as planning and results-based management to help improve the management of the Secretariat and (ii) providing expertise in the short term to help the Secretariat fulfill specific aspects of its mandate (for example asset declarations public demand for accountability and anti-corruption partnerships). This is one of two components of a larger project.
Progress & Results Achieved
Cumulative results achieved for both components at the end of the project include: (1) increased the proportion of Ethics Tribunal investigations that resulted in convictions from 51% to 56.25%; (2) implemented a comprehensive results based management system across all 11 (100%) Ethics Secretariat (ES) units; (3) analyzed 100% of complaints received regarding the breach of the Public Leadership Code of Ethics Act (PLCEA); (4) drafted PLCEA and Conflict of Interest law that at the project’s end has been submitted to Parliament; (5) developed a five-year Information Education and Communications Strategy to promote ethics amongst Public Leaders and presented to all investigators and lawyers of the ES; (6) drafted “integrity pledges” for government private sector and civil society that have now been adopted by public servants public leaders and private sector businesses across Tanzania; (7) improved supervisory and investigation skills of 90 ES staff and officers through specialized investigation techniques and procedures training and strengthened capacity of 148 ES employees to use computers to process and handle data; and (8)enhanced ES work performance timely reporting and service delivery through the procurement and distribution of office and work equipment to Headquarters and seven Zonal offices as well as linking Zonal offices to the broadband internet and the Government Communication Network. These results contributed to strengthening the capacities of the Ethics Secretariat (ES) for planning monitoring and management and enforcing high standards of ethical behavior and conduct among public leaders.
