Project Description
The International Commission Against Impunity in Guatemala (CICIG) is an independent investigatory commission set up to dismantle clandestine security structures and prosecute illegal security organizations in Guatemala. Its commissioner has been appointed by and reports to UN Secretary General Ban Ki-moon. CICIG is a United Nations initiative. CIDA's funding contributed to the establishment of CICIG and supports the implementation of its strategic mandate. This project helps to combat impunity in Guatemala though the dismantling of clandestine security structures and the prosecution of illegal security organizations operating within the State and within society. These structures and organizations threaten human rights and the rule of law as well as the legitimacy of the State due to their capacity to act with impunity.
Progress & Results Achieved
Results achieved as of the end of the project (May 31 2012) include: Six high-profile sentences were issued. Three sentences were linked to criminal organizations. The Commission made public five reports on the professional trajectory of six candidates to the post of attorney general and another 60 candidates for judges of the constitutional court outlining potential links with criminal organizations. All of this contributed to concluding key investigations prosecutions and securing important sentences as well as dismantling organized crime structures.
