Project Description

With this project DFATD supports the Office of the High Commissioner for Human Rights (OHCHR) in Colombia and contribute to: a) enhance the understanding of the Government of Colombia and stakeholders of the human rights situation and the challenges in addressing it; b) enhance the protection of Colombia’s citizens from human rights violations and improve the response to such violations by the Government of Colombia and oversight institutions and; c) increase the use of human rights protection and prosecution mechanisms by victims civil society organizations and the public.

Expected Results

Expected Results for this project include: 1) Increase compliance by the Governement of Colombia in implementing 20 public policies related to human rights standards 2) Increased protection of citizens by Colombian state institutions adressing positively 60 % of cases of human rgights violatons raised by OHCHR per year; 3) 1000 monitoring reports on the human righst situation in Colombia produced during the 4 years of the implementation of the project 4) Three public campaigns launched to raise awareness on land restitution rights and processes in 8 departments in Colombia.

Progress & Results Achieved

Results as of March 2014 include: Increased compliance by the Government of Colombia in implementing six public policies related to international human rights standards. These include: 1) the Colombian Human Rights Policy 2014-2034; 2) the National Decree on the National Human Rights System; 3) Guidelines to Protect the Rights of Afro-Colombian Communities in Accordance with the Mandate of the Constitutional Court Order 005 of 2009; 4) Protocol of the Afro-Colombian People of Northern Cauca on the Right to Consultation and to Free Prior and Informed Consent; 5) Recognition of all Victims of Forced Displacement (regardless of the perpetrator) by the Colombian Constitutional Court; and 6) 347 rulings have been adopted by judges of the Colombian Land Restitution Unit. The OHCHR Colombia Office produced 507 monitoring reports on the human rights situation in the Colombian municipalities most affected by armed conflict and Colombian state institutions were able to respond positively to 65% of human rights violations cases raised by the OHCHR. As a result 318 human rights violations cases were referred to Colombian state institutions by the OHCHR in 2013.
